Please tell me that whether Certificate by Practicing Professional is mandatory in case of filing of Form 1A..

It is not at all mandatory to obtain Certificate from PCS, in case the form1A is signed by the applicant.
If the Form 1A is signed by PCS then in that you need to get a Cert from PCS.,
