how can Form 16 be downloaded?

Form16 can be downloaded only by Deductor. Login to TDSCPC site as a deductor and then you can download Form16.
TDS deductor can download form 16.......
Employer has to issue form 16 to its employee by specified date.
Are you deductor or tax payer.....
If tax payer, you can down load form 26AS....
