Mentioning of UTN is mandatory and for the purpose of proper claims.

Yes it can be filed without mentiong UTN (for TDS) for the assessment year 2009-2010 but cant be filed without declaring UTN for TDS for the Assessment Year 2010-2011 onwards.
Sir the ITR can be filed without mentioning UTN for AY 09-10
