Hello Everyone,
My friend is a irrigation works contractor and he is providing services to govt local authority. Recently The irrigation department issued tds certificate (Form-7A) on 23rd April 2019 and they mentioned the value on which tax is deducted Rs.544054 and tds deducted @ 1% CGST & 1%SGST.
Now How can he file the GSTR-1 and GSTR-3B.

Hello vamsi. Your friend can take the credit of TDS in his electronic cash ledger and utilize the same while payment of his taxes. He can file GSTR 1 and GSTR 3B normally and additionally he has to "accept" the TDS credit in his return dashboard>'tds and tcs credit received' tile.

the rate of GST is 12% but where the contract predominantly involves earthwork ( more than 75%) then it is 5%
Can he take ITC on purchase of material against such work. He had purchased the material like, Cement from the cement company in may-2018 and That company issued bill with CGST & SGST
He can very well take ITC on purchases of materials including cement
