Filing of GST Return by Irrigation Works Contractor

Hello Everyone,

My friend is a irrigation works contractor and he is providing services to govt local authority. Recently The irrigation department issued tds certificate (Form-7A) on 23rd April 2019 and they mentioned the value on which tax is deducted Rs.544054 and tds deducted @ 1% CGST & 1%SGST.

Now How can he file the GSTR-1 and GSTR-3B.
