if seller export the goods without payment of GST.

Then invoice upload process rate is mandatory or not.

till date no clarity to supply of export with LUT or BOND , export is zero rated but you deposit IGST first than you have to claim for refund IGST. as per latest news Government will start LUT and BOND onwards 01-09-2017, till you have to pay IGST.

not required.Export with out payment of tax can be sent. for that no issue. options only given for invoice with tax for refund mechanism.
