Export Under igst attract or not. Please tell me the procedure

no igst will not attract since place of supply is not a taxable place but you have to first pay igst then you can claim for refund of paid tax
U can export without paying IGST by using Bond or Lou
LUT or Bond not eligible , so you have to pay IGST and go for refund....
