My client wants to supply goods to Nepal by road. Export to Nepal is tax free or taxable. Which notification is available. Please reply.

When Export to Nepal with GST paid but in such case Shipping bill and port code is not issue by govement.So ,Can we filed GSTR1 without shipping and port code? and IGST climed from department?
