Can we import some material with out having Import Export Code?

-          I understand that answer is yes, then in this case what are the implication?
-          Do we pay the same duty as per the %s defined in Import duty manual?
-          Do we also pay some penalty over and above the Import duty?

Such import is allowed for personal purposes/not commercial quantity. Rate of duty remains the same.
