Budget date 16.3.2012 and new rate applicable with immediate effect.

at the time of clearance, when invoice is prepared before clearance, the applicable rates were old and hence old rates were applicable and payable.
1. Budget was presented in Parliament on 16th March 2012 (and not on 15th March).
2. Revised rates of excise duty are applicable from midnight of 16th/17th March.
