Sir, Please tell me which type of documents/undertakings are needed for filing of excess cash refund of TDS.

Your query is not clear
if under GST, where the TDS entries have been accepted and electronic cash ledger is showing a balance which cannot be utilised (due to NIL liabilities), you may apply for refund online against the excess balance in electronic cash ledger option. You should be able to encash such amount.
