is anyone facing issues in uploading the docs while filling the exam form. my file size exceeds the limit of 300k. is there any solution for this

You should try to compress the file, the file should not exceed 300kb ,try online tools for compressing the file

do I have to upload the certificate of service as well as declaration or any one of them
there is only one thing which you are required to upload and that is Certificate of Service in the format given by the ICAI, visit the website icaiexam.icai.org it wil give you a better clarity
so no articles completion certificate need to be uploaded. only the certificate of service with the particulars entered and signed shud be uploaded.
and also the certificate of service needs to be attested by an CA
