i was facing same issue since evening but now it worked for me. plz try now.

This is ridiculous, just will not allow to file GSTR-1. Same error continously! Has anyone found a solution. I have been trying for hours now.

NO use trying on different browser, no use clearing cache and cookies. The same error prevails. Extremely hurried and shoddy implementation of GST portal.
I tried everything for this error including clearing cashe, restarting system etc. But finally I was able to solve it by opening the site with a different browser and finally filed my return. So try with a different browser.
I tried it with clear everything, use it in mozilla, chrome, opera even in my phone also but problem is same........
GST rate cut from 28 to 18 then and now will take penalty like this........I am feeling so.....
