Entry tax payable to whom?????

Hi All,

I have a query regarding entry tax , can any please one help me regarding this .

Goods imported from Italy to Delhi for exhibition and sold in Delhi,  but bill raised from Karnataka is entry tax payable in Karnataka?

For attracting Entry Tax the goods must physically enter the State where entry tax is leviable.

Since goods did not enter Karnataka,entry tax cannot be levied in Karnataka.
