For a salaried person,
who spends around rs3000/- a month on his medical expenditure

and does get any allowances and reimbursement on medical expenditure form employer , can he claim those expenses while filling income tax return

Any money paid by an employer for obtaining medical treatment for himself or his/her family upto a maximum of Rs.15,000 will be tax free.  medical-reimbursement-income-tax

But what if employeer doest pay anything on medical expenditure, can't that expenses get deducted elsewhere...?
what if employee pays the amount by himself? can't he claim for this?
