E way bill - Exports

I have purchased goods from tirupur . But I want that goods to be sent to customs for export.

Now seller is saying that I m incurring transportation cost and I have to raise e way bill. He will not raise e way bill using ship to option.


Now how can I generate e way bill???

I m registered person in Bangalore!!
