Sir,one state govt.firm sold waste papers value more than Rs 50k to another firm which are affiliated with govt.within the same state. Meanwhile, whether eway bill is essential or not? If yes, how to prepare? Whether the state govt.may exempt the above,based on recommendation by the govt.firm. who is the authority to exempt the Get or eway bill preparation?

following cases it is not necessary to generate e-Way Bil:
The mode of transport is non-motor vehicle
The Value of goods is less then 50k
Goods transported from Customs port, airport, air cargo complex or land customs station to Inland Container Depot (ICD) or Container Freight Station (CFS) for clearance by Customs.
Movement of goods caused by defence formation under Ministry of defence as a consignor or consignee
Goods being transported by rail where the Consignor of goods is the Central Government, State Governments or a local authority.
Transport of certain specified goods- Includes the list of exempt supply of goods, Annexure to Rule 138(14)
Check for Annexure to Rule 138(14) for your goods , waste Paper , if it is there in the list then no e-way is required, else has to generate E-way bill
