Can I generate einvoice for service invoice issued on 30th March 2023. Non generation of waybill is noticed now only what is the remedy?

No, E invoice can't generate.

Legally it is wrong not to generate einvoice. However sometimes back the portal was allowing to generate einvoice which were late.
Therefore in your case if the portal is allowing then generate einvoice.

You can't generate E-invoice on current date
