If a person make a political donation dated 10.4.2020 the it is eligible for deduction in fy19-20.
As recently gov notification for pm fund then assesse can claim as per his choice for fy

Yes. since the deadlines are extended to June 30, 2020, donation to political party after April 1 will also be allowed subject to satisfaction of other conditions in section 80GGB/ 80GGC

YES donation is available u/s 80 GGB / 80 GGC as the case may be .
