Sir suppose I have bought a good from Kolkata and the billing address is say Dhanbad now if I take the delivery of the good in Kolkata itself do I have to issue the supplier with C Form and if yes but we are not issuing the way bill then we wont be able to issue C Form or if we dont have to issue C form.

Some companies provides their own vehicles to get the material from seller warehouse etc. & they are not having the LR copy , as they uses their owned vehicles.
Normaly for seller, to get the C form is sufficient & can be produced before the sales tax towards billing against C Forms. however for safer side , if any interstate co takes the delivery of the material from your office, then either you can have the LR copy or u can have the RC copy of the said vehicle. if any road Permit / way bills is applicable on the sale, then you must have the copy of the road Permit . So if any objection raised by dept in absence of GR , u can produce the Road Permit & RC copy against the same. C Form can be issued for the same, but u have to prove that the material actually moves from state to another state. Rgds.. Vikas Kapoor
