Disposal of Fixed Asset of an NGO

Dear Experts,

The Query is regarding NGO Accounting. 

A fixed asset has a minimum scrap value and its life has expired. Can an NGO dispose of it without selling it?

If yes? what should be the procedure to be followed by the NGO.
