ya its  true under sec 80E it does not talk about dependency or independancy of the child or spouse whether dependent or independent

As there is no information regarding dependency n independancy of relatives that means both  independent and  or independent (spouse&children) are covered under Sec.80 E

And Deduction under Sec. 80 CCD will be available for N.R. individual also...

For 80E- It covers both dependent or independent. Unless speciafically mentioned about any class of assessee or people in the section, it cover all. Accordingly 80E covers both.

For 80CCD- It also covers both Resident and Non resident,  Eg. A Central Govt employee who is outsie India for whole year on project or any other official reason. He becomes Non resident and at the same time he is satisfying all other condition for Section 80CCD, then he will be aligible for the deduction.
