Cst without vat??

Friends,

My client has not yet crossed turnover for compulsory registration (local - 5 lakhs).  However he has interstate sales.

Is he liable for registration? What mode of registration is applicable to him?

Compulsory or voluntary? or Can he go on doing interstate sales without registration till he reaches limit of 5 lakh??

Help appreciated.
