I have a question for you guys
Let say, X and Y are CST dealers in Odisha and Telangana and Y wants to purchase some material from X through CST @ 2% and to be delivered in Odisha only. Y have no registration in Odisha
Instead of shipping it from Odisha to Telanga and Telangana to Odisha. Is it possible to purchase material in cst @ 2% and passing on the material to his site (located in odisha) ?

As per my understandings you can deliver the goods from Odisha to both states Odisha Or Telangana in anyone you like (Agst C form) if you only registered in Telengana.
Billing Address would be Telengana

If material delievered to within Odisa, then local tax is applicable irrespective of billing address.
Delivery address is important. Let's see other view also
