Can IGST interstate sale return be added to IGST purchases of interstate under GSTR 3B
and credit note has been issued for such sale return

you cannot do so.
By doing so your netoff your liability will be same but , you cannot Increase your ITC instead of reducing your Output Tax , because 1. Same will be going to Autopopulate in GSTR 9, & output tax reported in your GSTR 1 will not match with 3B output tax
