cotton sheed oil cake taxeble or not?

sum pepole sayes it is taxeble but many sayes it is only use in cattle feed and its true . so that is tax free.
what will we do?

if the oil cakes are for cattle feed than they are tax free.....if they are for other use, than gst @ 5% is payable
