Is practice manual and scanner theory enough for costing and fm IPCC ??

More than sufficient to get above 60. Do theory well that way u can guarantee marks in theory, marginal costing standard costing and capital budgeting are always most important.

If u will Study only the practice manual that is also sufficient but don't leave the theory part in the end...many student leave the theory part in the end n go only with the practical part for the exam...

Yes, its enough !! But I advise you should solve RTP's also of current & past attempts. RTP will help you in enhancing you logics !!
