can my company claimed money given as help to person in medicle facility such as expenses of hospitals for dieses or heart/liver transplant under CSR responsibility??

No....the amount should be spent for the purposes mentioned in Section 135 of the Companies Act 2013 and Companies (Corporate Social Responsibility Policy) Rules 2014.
No, the expense must be incurred for the purposes mentioned u/s 135 of the companies act 2013
