I was consused between gstr2 and gstr2a. actually I was trying to convert gstr2a instead of gstr2. that's why offline utility not showing excel conversion option.
You can download GSTR 2A . FILE will be in Json. Then using offline tool new version you can download the json file in excel. But lengthy files cannot be downloaded in excel through offline.
