how much time it takes to be regular when the composition withdrawn via cmp-04 form?
And if there is no input on that date then itc-01 form filing still mandatory?

Conversion from composition to regular gst

The transition to a regular GST status is immediate upon filing CMP-04. Filing ITC-01 is optional and only required if you intend to claim Input Tax Credit on your existing inventory as of the date of transition; it is not mandatory if you have no such claims.
