An Empanelment form is filled through ICAI.

yes Yogesh is right 

Ca firms are required to get registered with ICAI and ICAI recommend these firm for emplanment of CA firm and after that the CA firm apply their respective bids to the circle head and final selcetion is made and after that for approval of that it is RBI.
