A person carring agency business of cement. Can he opt composition under gst?

yes, But can supply only to the End Consumer .
Please note that, if the agent is merely working for commission, then it is a supply of service. And Composition scheme is not available for those who are engaged in supply of service.
However, if you present your transaction as buying the cement from manufacturer and selling cement to customer, and not as an agent, you can opt for comp scheme.
