Can a firm which was registered in August 2017 as regular dealer and did not file any return till now switch to compo. scheme, how n when?

No... you can opt for composite scheme on at the beginning of FY year.
Yes , at beginning of fy you can swift to composite scheme but this does not mean the liability to file the return will be withrawal ,... that will stand pending . so its better to file your rerurns
