can composition dealer effected inward supply of goods or services from out side the india?

YES OUTSIDE STATE PURCHASE IS ALLOWED

There is no bar on purchase by the registered person under composition scheme. There is no bar on import also. The bar is only on sale. He cannot make interstate sales.

but he must had imports exports licence (iec), does the composite dealer excisable to get that licence

YES.. IEC CODE CAN BE APPLIED
