if any dealer failed to opt for composit scheme on or before 16th August 2017. what is remedy to obtain this facility

Wait for another composite scheme opening, which is expected in February 2018

if regular dealer purchase from composite dealer then whether regular dealer will pay rcm or not

No...
It's not a URD purchase. This purchase received from Registered dealer. So., it's not under RCM basis.
This is convert as Nil/Exempt purchase...
The receiver ll be loss his ITC...
