What is the limit of Share capital and turnover for an unlisted private limited company that mandates Company Secretary's Signature in Form MGT-7?

In my case the Authorised capital is 1 crore and issued, paid up capital is 30lacs. Turnover of the company is 1.7 crores (present) and 3.5 crores in previous year.

Turnover here specifies the turnover of the filing FY or even preceding FY's also? Because the turnover for filing year is 1.7crores only. But preceding year turnover was 3crores
The annual return, filed by a listed company or a company having paid-up share capital of ten crore rupees or more or turnover of fifty crore rupees or more, shall be certified by a Company Secretary in practice and the certificate shall be in Form No. MGT.8.

In your case you need not certified MGT 7
Because the turnover and capital is less than the limit prescribed in the act.
But in case previous year you need to certify MGT 7.

In my case the year of filing MGT-7 is FY 2014-15 which is the first year of MGT-7 filing. For the previous year ie., FY 2013-14 I filed Form 66 and it got approved.

Since I already filed CS Compliance certificate for the previous year why should I again affix DSC of a CS since the turnover and share capital for 2014-15 is less than the threshold limit?

Kindly check whether your company is a holding company or subsidiary company, than also certification of cs is required in Form MGT-7.

Also, Kindly check the revised definition of small company as per Section 2(85).
