Compliance management cell is part of CIB or Central Information Branch, which is an investigating wing of Income tax dept. CIB receives information about financial transactions through Annual information report in the form of codes (36 codes in total). On this basis, the dept sends out such notices to assessee who have not filed their returns.

Do these notice take the form of notice u/s 142 ? Not sure.
