why can't the government issue a single bank account number to an account holder no matter whichever bank he operates, which is similar to the line of DIN, which enables the IT department to get information of all the banks with which as assessee has an account.
By doing so, the IT department can get access to all the account balances of the assessee with the help of just one number which is common, which also enables it to aggregate the balances and of the accounts which are not disclosed.
