Commercial property in Kolkata let out on rent receipt below 20lakhs

A lessee get rent for commercial let out property but is not registered under GST. Receipts are below 20lakhs, will he has to get registered under GST?, Also he is paying rent for lease. Kindly advise.

if all receipt from all income sources is less than 20 L. no need to register.

Now, That above situation he don't want registration. If he get any other income from Business or Profession and its calculation is above 20lakhs , He can register under GST.
