yes. he can. but then he ll be paying one percent as a tax n moreover he won't be eligible to receive ITC for purchases required for his job work
Please note JOB Work is SPecificaly defined as Service.
As per Section 10 of Composition Scheme, such Scheme applies to Goods only.
Hence Composition Scheme is not applied to Job Work.
