There is a case that a salaried person but not a taxpayer only registered in IT site but not have salary more than exemption limit .He do not filed Returns for the F.Y 19-20 and 20-21 but his employer deducted TDS for these F.Y . so can he claim refund of TDS now? how it is possible ?

Yes , He can claim TDS , but he has to file return , File ITR 1 , check (26As) AIS .
For f.y 20-21 you can still claim your tds refund (if deducted) without payment of late fees before 31st march 2022
Is it is possible to file F.Y 19-20 return? because due date is over
Yes, in case of refund and no tax payable then you have to approval from CIT , after approval you can file return . Also form 16 is must from employer .
FY-2019-20 can't be done since it is time barred. So visit your jurisdictional ITO for mannual filing
Vide circular 9/2015 dated 9/6/2015 , you can file returns only in case of refund and set of loss , section 119(2)(b) of the Income tax act .
Vide above circular , you have to take Approval form CIT first then you can file return only in case of Refund and C/F of set of losses .
Time limit is there for ITR filing ..It's time barred ITR , you must visit IT Dept
