You can apply with the application for condonation of delay

As per new Ordinance, 2019. there are 2 situations.
1) Charges created before passing of ordinances. ie.02/11/2018.
2) Charges after ordinance.ie 02/11/18.

In suituation 1 : Two (2) chances are given
i) within 300 days from creation( with additional fee)
ii) within 6 months from 02/11/18. last date 01/05/2019.( with additional fee)

situation 2 ( charges after 02/11/18)

1) within 60 days with fine.
2) within next 60 with fine. (60+60).

So in your case, I understand that charge is created before 02/11/18, hence you still have time to go for condonation and get registered. dead line is 01/5/19. After which you will not have option to condone even.
