I see some changes in the penalty provisions contained in sections 11A and 11AC of the CEA w.e.f 8.04.2011(Ref. V.S. Datey) however I do not see these changes mentioned in the RTP for November 2011 exams. Does this mean that the changes to these sections are not applicable for this attempt.
Could anybody please let me know.

The amendment i could find in the supplementary is 11A(2B) explaination 3 inserted..
Implication: Penalty will not be imposed on the voluntary payment of duty and int b4 issuance of SCN
