gst rate on catering service to zilla panchayat.please guide

Catering service is not a pure service. It's treated a composite supply (where food and service is involved) as per schedule II of GST act. Hence, it will be taxable at the rate of 18%.
I am doing catering to zilla panchayt . gst is 18% or 12%
