Is there is any amendment in Sec 2(23) of Indian Stamp Act regarding revenue stamp is not attached as Cash Payment of Rs 5000/- is not complusory.

to the best of my knowledge postal stamp is a must for cash payments xceeding 5000/-. any rectifications are allowed.
