CAPITAL GAIN AMOUNT WRONGLY INVESTED IN CAPITAL GAIN ACCOUNT SCHEME U/S 54 F but Later realised that not eligible.Is it possible to Withdraw from 54 F & INVEST THIS AMOUNT UNDER SECTION 54EC.

You can withdraw the amount but I don't know whether you can invested in section 54ec or not

Now Invest U/S 54F first, then withdraw the amount from INVESTED IN CAPITAL GAIN ACCOUNT SCHEME U/S 54 F.

Since you have not taken any gain on this investment, don't worry.
