Take voluntary registration on Nov -2019
Filed return up to Mar-2020
Now on Feb 2021 wants to cancel registration effective from 2020 march
shall we file cancellation with out filing pending returns.

You can
Pay all fine, fees, interest due, than you are allowed to apply for cancelation
After paying all the dues if any you will registration will get cancelled
pay all the dues , if any
and apply for cancellation of registration
You will have to file NIL returns till Feb 2021. Then only Dept will accept your application.
