Quick Summary
When cancelling your GST registration, you're generally required to pay GST on your closing stock and any capital goods for which you previously claimed input tax credit. This applies even if you have no input tax credit remaining in your ledger. However, you are not liable to pay GST on closing stock purchased from unregistered dealers (URD) if you didn't claim any input tax credit on those items. GST is only applicable on stock purchased from registered parties where ITC was claimed.

Yes, You are required to pay GST on closing stock as well as capital goods for which credit is taken at time of purchase.
If there is no input tax credit left in your ITC ledger that you have to pay tax in cash before cancellation.
