Cancellation of GSTIN

A Retailer who was registered under MVAT under Composition in Vat had Applied for Provisional ID under GST.. and further he has submitted the form by DSC..and opted for Composition also in GST..
Now he has realised that since his turnover was around 15 lac on 2016-17 during vat regime and in GST also turnover will be around same..
Can the GSTIN can be cancelled from 1 July itself..as in the case of Cancellation of Provisional I'd was done ...The dealer does not wants to file GST return also...can a way out be taken so that GSTIN is cancelled from 1 July itself...
