I got registration in Excise Department in Feb. 2010, as an Second Stage Dealer but failed to submit Quarterly Return within the specified period of 15 days from the end of such quarter. Can i file it after the due date and am i liable for any Penalty ?

Yes You can Submit it now, for liability inspector / supt of you concern range will be asked to you . but it is always good to submit late companring never.liability will not be more then 1000 rs.
