Can i claim 80 dd during tax filing?

Hello,

I only know recently that we have 80DD option for claiming medical expenses for Disabled Dependent. Here are my questions

1) Can i claim 80DD for the previous financial year(Apr 14 - Mar 15) during upcoming tax filing?

2) If Dependant(father) is a govt employee can i also get the tax exemption by providing the medical certificate?
